I just posted this in the bugs forum for DCUO. It explains a lot about our problems with ARC...

This is not a "OMG NERF" thread or an "OMG BUFF" thread. This is about what I would consider a bug.
There is a large discrepancy in the ARC fight in Inner Sanctum based on who is tanking the ARC.
Fire tanking works on a debuff method. You hit a mob with a fire power while in tanking role and for the next 12 seconds he WILL concentrate on you. After that 12 seconds he will go check his aggro list and go after whoever is tops on aggro.
Ice tanking works on a more traditional method. You hit a mob with an ice power while in tanking role and it adds X*Y threat to that mobs aggro list where X is the damage you did and Y is a multiplier for being an ice tank.
The ARC erects a shield around himself from time to time while summoning adds. While in that shield he is immune to damage and can not be effected by any threat. This means you get two very different behaviors from him depending on if you are taking him with fire or ice.
With an ice tank it is easy to get the ARC to continue concentrating on the tank the entire time the shield is up. The Ice tank is at the top of the threat list and stays at the top of the threat list.
With a fire tank once the 12 second debuff wears off the ARC goes after someone else, even while the shield is up. And fire powers CAN'T refresh the debuff while the shield is up. This makes the ARC fight much harder for a raid with a fire tank.
My question to SoE is this. Is this intentional behavior or a bug? Is the encounter designed to be much harder with a fire tank because it is physically impossible for him to hold aggro while the shield is up?
