This is from Bigfoote on the official forums.
By the way, here is our strat for the 2nd boss:
This fight requires two tanks. Without a good second tank you are probably in for a lot of hurt. Fight starts off with the one tank running in (obviously). There will instantly be some AoE damage going out on the pull, so have everyone else block for the beginning pull to make the damage trivial. Trollers keep the armor AND damage debuff on him as offten as you can. Every once in a while, he will use a charge attack that looks like the one from the 1st boss in FoS one. The animation is longer, so you have plenty of time to know what direction hes gonna fly and BLOCK it if you need to. At some point, he will teleport to around the center of the main room. He will do his massive AoE about 3-4 seconds AFTER he teleports. After the teleport, have everyone in the raid block until the damage goes out. You Can Not be out of its range, so dont try. Block (blocking a great deal is important in this fight as you will see).
After his AoE, 4 large crystals will spawn and about a second after the crystals spawn, 4 assasins will spawn as well. Have your other tank grab all 4 of these adds and offtank off to the side. IMPORTANT NOTE it is going to take a while for the tank to grab these assasins. Know who they attack if not aggroed by tank? if you guessed two-shotting everything else in site, then you would be correct. Everyone must block and continue blocking until the adds are picked up. healers, it is your job to block for a while, then throw a heal, then go back to blocking again, trying to heal in the spaces between the assasins cannon fire.
After the adds are picked up, we draw our attention to the crystals that spawned. Remember those? There are three different color beams that eminate to the boss from these beams, and each color has a different effect. Green beams heal the boss, so as soon as the group stops blocking when the adds are all picked up, controlers throw you healing debuff, and everyone kill the crystals. They are squishy so it shouldnt be too long. After they are down, burn the adds down asap before the next wave of crystals and adds spawn. Remember, he will ALWAYS teleport before another massive AoE explosion. There are also blue beams that reduce the ammount of damage the boss takes. If you see the blue beams, procceed to burn the adds down FIRST then work your way to the crystals before burning the boss. Finally there are red beams. We are not exactly sure what they do, but we think they increase the damage we do to the boss. Take advantage of this. We left the adds alone and just burned the boss as long and hard as possible. Lex or Superman will eventualy take down the crystles by themselves, so wait until they are destroyed on their own before finishing off the adds.
This is rinse and repeat folks. To win, you need to learn to block. Block a lot. Honestly. If you think you have blocked enough, you are wrong. You have not. So keep blocking.

yeah, keep in mind, thats 1 of the 4 (YES FOUR) bosses in this place. soar: After the first boss, which is suppossedly a tank and spank warm up, you'll be in tank mode for more than likely the entire rest of the raid. According to the info I'm piecing together this isnt just a 2 tank boss, this is a 2 tank raid including at least two non-boss events (Which I'm not posting so as to not ruin the surprise.) Feel free to use the hybrid build though. We'll see how it plays out, I really like the idea of having one tank who can swap if cross agro is an issue. I just wanted to post the first strat so that people understand this one as it seems the most unforgiving of the 4 bosses and 2 events. Did I mention this place is freaking dense? Suppossedly it's living up to it's unofficial title "FoS:Inner". It's gonna be GLORIOUS.
